Members of the Commonwealth Telecommunications Organisation are those that pay membership fees and thereby gain all of the benefits of belonging to the Organisation. Not all entities are able to do this, and so we also have a category of CTO Partners, which are those organisations that the CTO works with to deliver particular outputs such as research, events or training activities, but that are not Members.
