Objectives of the study

Following a mandate issued by Commonwealth ICT Ministers at the Commonwealth ICT Ministers Forum in London in June 2016, The Commonwealth Telecommunications Organisation (CTO) is conducting a study to understand the market dynamics and policy and regulatory issues of Over-The-Top (OTT) services, both in the context of their impact on traditional business models and of opportunities for innovation and stimulating economic growth. According to a number of sources, Over-The-Top (OTT) refers to applications and services, which are accessible over the Internet and ride on Operators’ networks offering Internet access services.

The main objective of this study is to develop, based on consultations with relevant stakeholders in a sample of representative jurisdictions, a better understanding of the dynamics of OTTs by service providers, policy makers, regulators, OTT service providers and consumers of OTT services. It is expected that the output of the study will enable future deployment of OTT services to be conducted in a manner that addresses the priorities and concerns of all stakeholders to the benefit of consumers.

Who should fill the questionnaire?

This study is questionnaire-based and will be conducted across the Commonwealth countries and beyond. The study targets four broad sectors (or categories) of stakeholders and each stakeholder (whether an organisation or individual) is invited to complete the relevant sector questionnaire. The identified sectors are:

  • Sector 1 – Governments, policymakers and regulators

    Consists of representatives of governments, policymakers, regulators, competition authorities, data protection authorities and other related entities.

  • Sector 2 – ISPs, telecom, broadcast and other network operators

    Consists of representatives of mobile and fixed network operators, Internet service providers (ISPs), broadcasting networks and other network operators.

  • Sector 3 – OTT service providers, vendors, and content and application providers

    Consists of representatives of over-the-top service providers, vendors, content & application providers and other related entities.

  • Sector 4 – Consumers (end-users), civil society and advocacy groups

    Consists of individual end-users, consumers of over-the-top services and representatives of civil society, consumer advocacy groups and other related entities.
