How to join CTO

Annual membership fees are based the unit of membership contribution (UMC; 01 UMC = £25,000). The table below provides minimum annual membership fees, however members may choose to pay any number of UMCs above the minimum level applicable to them.

ICT Sector Members
Annual turnover < £100 million 1/4 unit (£6,250)
Annual turnover > £100 million but < £1 billion 1/2 unit (£12,500)
Annual turnover > £1 billion 1 unit (£25,000)
Academia 1/10 unit (£2,500)

Any Commonwealth country will be admitted as a Full Member Country when it submits a letter to the Secretary-General of the CTO expressing its desire to join the CTO.  All other countries are admitted as Affiliate Member Countries. The minimum annual membership fee for Full Member Countries and Affiliate Member Countries is 1 UMC (£25,000), although countries with a population of less than 100,000 or a GDP less than £650 million are permitted to pay a reduced fee equivalent to 1/4 unit (£6,250).

ICT Sector Membership is open to the following organisations:

  • Regulatory agencies (telecommunication and broadcasting regulatory agencies and commissions).
  • Specialised national agencies (universal access, IT, and cybersecurity agencies).
  • Industry (carriers, fixed/mobile/data network operators, manufacturers, service providers).
  • Civil society (professional membership bodies, industry associations, advocacy groups).

To join as ICT Sector Member, follow the steps below:

  1.  Download the application form.
  2. Submit the application form via e mail to membership@cto.int

To join as Academia, follow the steps below:

  1. Download the application form.
  2. Submit the application form via e mail to membership@cto.int

Notice of the application will be sent to the CTO Council for consideration. If there are no objections from the Council within a month the applicant will be invoiced for the applicable minimum membership fees or any selected amount above that. Upon the payment of membership fees the applicant will be admitted as member.
