West African Regional Communications Infrastructure Project Liberia -Establishment of Universal Access Fund for Liberia

Abstract

The West African Regional Communications Infrastructure Project (WARCIP), Liberia commissioned a consortium which is led by Incyte Consulting in which CTO is a partner, to establish a Universal Access Fund for Liberia, working with Liberia Telecommunications Authority (LTA).

Part of the activities conducted during the project include:- review of international best practices and experience, in terms of stimulating telecommunications in under-served and unserved areas; describe a broad overview of supply and demand characteristics in remote and rural areas, including the business, economic and regulatory environment, the status of infrastructure and the potential user requirements for telecommunications services; and undertake a Legal and Regulatory Due Diligence to ensure that the proposed approach is consistent with existing legal instruments and/or draft amendments to policies and regulations in order to smooth the implementation of universal access.

Expected impact

  • Enhance options and advice on the appropriate strategy for implementing universal access policies;
  • Create appropriate legal, regulatory and institutional arrangements for establishing and managing the universal access fund (UAF) and the costs of implementing the universal access program and the mechanisms for subsidising these costs through the UAF;
  • Improve the mechanisms by which the private sector can participate in the delivery of sustainable telecommunications services in universal access areas.
