The Executive Committee

The Executive Committee is chaired by the Chairperson of the CTO Council and is composed of:

  • The Chairperson and two Vice-Chairpersons of the Council

  • Three Full Member countries, eligible to vote and elected by Council

  • Immediate Past Chairperson

  • The Secretary General in his or her official capacity

INCM Chairperson - Autoridade Reguladora das Comunicações de Moçambique (INCM) Mozambique


Ms. Helena Fernandes is currently chairperson of the Board of Directors at Communications Regulatory Authority of Mozambique (INCM). Previously, she served as Executive Board Member in charge of Corporate Affairs; Director of Administration and Finance at INCM and Head of Department of Finance at the Ministry of Science, Technology and High Education.

As a leader at INCM, she has been contributing to the development of the postal and telecommunications sectors in Mozambique.

At the international level, Ms. Fernandes is chairing the Finance and Audit Committee of the Commonwealth Telecommunications Organization (CTO) and chaired the Communications Regulatory Association of Southern Africa’s (CRASA) Finance and Audit Committee, for 7 years.

Chaired the WTDC-17’s Finance Committee in Buenos-Aires and vice-chaired the Committee 3 of ITU Plenipotentiary Conference (PP-18) in Dubai.

She has actively participated in the financial and management reforms process of the CTO and the Portuguese Speaking Countries Telecommunication Regulatory Association (ARCTEL-CPLP).

Mrs. Helena Fernandes is graduated in Economics and holds an MBA.

Hon. Mau'u Siaosi Pu'epu'emai

Minister of Communications & Information Technology

Honourable Mau’u Siaosi Puepuemai is a dedicated servant and influential leader in Samoa, currently serving as the Minister for Communications and Information Technology. Elected to Parliament in the 2021 General Election, he has quickly established himself as a key figure in the Samoan government. On 15 January 2025, he was appointed by the Prime Minister, succeeding the Honourable Toelupe Poumulinuku Onesemo.

Mau’u hails from the beautiful region of Vaa o Fonoti, Samoa where he holds the esteemed Chief title of Mau’u. His leadership is characterized by a deep commitment to his community and a passion for fostering economic growth and innovation.

Before entering politics, Honourable Mau’u was renowned for his entrepreneurial spirit in the food and rental industry, particularly for pioneering a successful business in pizza and the traditional beverage, ava Samoa. His contributions have not only created jobs but have also enriched the local culture and culinary landscape.

A faithful Christian, Honourable Mauu serves as a Deacon in the EFKS Fagaloa Community, and Elder Deacon in the Matagaluega Apia i Sasae where he is known for his unwavering commitment to his faith and community service. Hon Mau’u is also a member of the EFKS Council and serves as a member of Komiti o Feau Eseese for EFKS. His values of integrity, service, and dedication guide his work in Parliament, where he strives to enhance communication and technology infrastructure in Samoa, ensuring that all citizens have access to the digital world. Honourable Mau’u is also responsible for the Office of the Regulator, Samoa Postal and the Legislative Assembly.

Honourable Mau’u Siaosi Puepuemai continues to be a beacon of hope and progress for the people of Samoa, championing initiatives that promote connectivity, innovation, and community development. Honourable Mau’u Siaosi Puepuemai is a leader with a strong sense of duty toward both his community and the nation. His leadership journey is grounded in deep-rooted values of service, entrepreneurship, and faith, all of which have shaped his approach to governance in Samoa.

Mr Dick Christophe Ng Sui Wa

Mr Dick Christophe NG SUI WA was appointed Chairperson of the Information and Technologies Authority in February 2020. He has been a practising Barrister since 1991, is partner in the legal firm De Castelnau-Sui Wa and has extensive experience as a legal adviser and advocate.

He holds an LLB Honours from the University of London, United Kingdom; was called to the Bar at the Honourable Society of the Inner Temple, United Kingdom after succeeding in the Bar Professional Qualification of the Council of Legal Education. He also obtained a Diploma from the United Nations Research Institute, Geneva and a Certificate in Good Governance from the Commonwealth Association for Corporate Governance.

Mr Ng Sui Wa’s career has seen him occupy a number of high-level positions in State institutions. From May 2018 to October 2019, Mr Ng Sui Wa has been serving as Commissioner of the newly constituted Independent Police Complaints Commission as appointed by the President of the Republic of Mauritius. Prior to that he has also been the legal adviser on an ad hoc basis to The Mauritius Police Federation (2001 to 2010).

He was appointed Chairman of the Board of Directors of the Trust Fund for Specialised Medical Care which is the specialised health unit of the Cardiac Surgery and Neurosurgery Hospital and was tasked with reforming the centre from 2001 to 2005, the period of his tenure. The Cardiac Centre is now a highly performing specialised unit.

During 2015-2016, he was appointed Chairman of the Mauritius Film Development Corporation (MFDC) by the Cabinet of Ministers and was given the task to develop the MFDC’s economic activities.

On another note, Mr Ng Sui Wa was also Chairman of the Institute for Corporate Governance (Mauritius) in 2003-2004. From 2002 to 2009, Mr Ng Sui Wa was appointed on the Board of Directors of the State Bank of India, as a Non-Executive Independent Director Mauritius, by the Government of India, where he chaired the Nomination and Compensation Committee and the Corporate Governance Committee. He was also a member of the Committee of Directors, Credit Assessment and the Procurement Sub-Committees. During his tenure, Mr Ng Sui Wa took key policy decisions on the operations of the thirteen branches of the bank in Mauritius.

Mr Ng Sui Wa is also member of the Inner Temple Barristers’ Society, United Kingdom; member of the International Bar Association Worldwide and a member of the Hague Academy of International Law, Netherlands. He has also been an office bearer in a number of organisations having served as Former Secretary General of the Chinese Business Chamber; Treasurer of the Mauritius Bar Council and been an Executive Committee member of the Mauritius Gymkhana Club.

Dr. Jones A. Killimbe

Dr. Jones A. Killimbe, Chairman, Tanzania Communications Regulatory Authority (TCRA)

MSc and PhD Telecommunications – University of Communications and Transport/Dresden-Germany.

Over a period from 1994 to 2014 he gathered a mix of experiences in strategic planning, project management, commercial services, executive and senior management, leadership as well as policy making.

Held several senior management positions in TTCL between 1994 and 2003 including Director of International Relations and Director of Construction, Deputy Managing Director in charge of commercial services.

Served as Governor (Board Director) of INTELSAT representing Africa Region 1 as well as Director and Chairman of RASCOM Board of Director.

For ten years since 2004, worked as Director General and CEO of the Regional African Satellite Organization (RASCOM) with its headquarters in Abidjan, Ivory Coast.

During the same period, he was Chairman of the Board of Directors of RascomStar-QAF, the Commercial Operating Company of the RASCOM satellite with its Headquarters in Mauritius.

He was a speaker and panelist at different international conferences.

From 2007 – 2013 was Chairman of African Regional Working Party on Private Sector Issues within Telecommunications/lCT Regulation and Partnership in Africa (FTRA Conferences organized by ITU).

During the period between 2004 and 2013 Dr. Killimbe was a member of the African Union Commission (AUC) steering committee of experts for the launching of the Pan African e-network for e-learning and tele-medicine in Africa, a member of the expert group for the establishment of the Programme for Infrastructure Development for Africa (PIDA) as well as a member of the expert group for the harmonization of regulatory framework and policies of African Regulators.

Dr. Killimbe is current Chairman of the Board of Tanzania Communications Regulatory Authority (TCRA) and also represented TCRA as CTO Chairman of the Executive Committee and Council.
